HASH Inflation

The purpose of HASH is to proactively and automatically manage the health of the network through programmatic incentives.

Inflation is set to 0% at genesis.

Implementation falls into Phase 3 of the Governance Plan. The goal of inflation is generally to support operators; in this case, collators and other tech operators. This is not a short-term concern, so inflation delayed helps all token holders.
